Overview
The ACT Government operates Prequalification schemes for Contractors and Consultants in the construction industry. The ACT Government also administers two National Prequalification Schemes on behalf of Australasian Procurement and Construction Council Inc (APCC) and Austroads Limited.
Prequalification enables business to supply services to the ACT Government. The Prequalification scheme divides the suppliers into nine categories including a registration scheme for small architects and small landscape architect firms.
The Prequalification Scheme aims to:
- implement good risk management practices to minimise risk
- Specifically to both the Territory and subcontractors/sub consultants associated with a poor performing company and/or following financial failure.
- promote environmentally sustainable practices in the construction industry
- encourage efficiencies in tendering processes to make it easier for firms to do business with the ACT Government.
ACT prequalification
The ACT prequalification scheme covers:
- Senior auditors
- Construction consultants
- Construction contractors
- Fire trails maintenance and upgrades contractors
- Footpath remedial works and installation contractors
- Weed control services contractors.

National prequalification schemes
The two National Prequalification Schemes administered by the ACT Government cover:
- National Prequalification Scheme for Non-Residential Building Contractors ($50m and greater)
- National Prequalification System for Civil (Road and Bridge) Construction.

Small architects and landscape architect registration
The small architects and landscape architects registration scheme has been set up for firms with five or less staff. It intends to enable small architectural and landscape architectural firms to quote for design work with a fee value up to $25,000. It is an alternative pathway to the prequalification system.

The Territory also manages a registration scheme for small architectural and landscape design firms. Suppliers included in the lists below are able to quote for design work up to the value of $25,000.

All assessment of Professionally Qualified Engineers / Architects / Landscape Architects, is assessed against the following Definitions as quoted in the relevant 'Guidelines' documents.
Professionally Qualified Architect
is an Architect who has a degree from a university, and is registered with the ACT Architects Board.
Professionally Qualified Landscape Architect
is a Landscape Architect who has a degree from a university, and is registered with the Australian Institute of Landscape Architects (AILA).
Professionally Qualified Engineer
is an engineer who has a 4 year degree from a university that is accredited under the Washington Accord, and is registered in a relevant area of practice on the National Engineering Register (NER).
Note: NER Registration only applies to ACT Prequalification. NER Registration does not apply to National Prequalification Scheme for Civil Road and Bridge.
