The 2024-25 Budget was delivered on 25 June 2024. An initiative in the budget is to support the ACT’s transition to net zero and the Integrated Energy Plan. As part of this, the ACT Government will increase opportunities for skills development and support the ACT’s energy transition by introducing a 90 per cent subsidy for the Certificate III in Electrotechnology course within the User Choice program.
The ACT Government will also consider further opportunities to support the development of skills through changes to subsidy arrangements for other priority qualifications. The new subsidy will be $18,810 for Certificate III in Electrotechnology commencements from 1 July 2024.

To support Canberra’s economic recovery, subsidy changes have been made to refocus the ACT Government’s investment in skills on young people looking to enter the workforce, jobseekers, new workers, areas of skills need and key industries experiencing skills shortages.
From 1 January 2022:
- new Australian Apprentices directly employed by the ACT or Australian Government will no longer be eligible for User Choice funding
- User Choice subsidies will no longer be provided for existing workers undertaking training unless it relates to occupations identified on the ACT Skills Needs List, or sectors sustained by low-cost funding models (such as community services).
Delivering fee-for-service training
RTOs may choose to negotiate fees for the delivery of Australian Apprenticeship training directly with the employer and not apply for User Choice funding.
RTOs that wish to offer training for Australian Apprenticeships under a fee-for-service arrangement only do not need an Agreement.
To be approved as a fee-for-service provider of apprenticeships training on the ACT Qualifications Register, the RTO must understand and agree abide by the ACT Statement of Expectations (PDF 404KB) by completing a RTO nomination for fee-for-service delivery of Australian Apprenticeship training (DOC 77KB) or (PDF 132B) and emailing it to Skills Canberra.
The nomination form will be assessed within 7 to 14 calendar days of receipt.
The outcome of the assessment will be notified in writing. RTOs that are unsuccessful may re-apply six months after receipt of the written outcome.
